PP10 Committee of the Whole Meeting

OCTOBER 4-5, 2007

Summary

The Partnership for Principle 10 convened its fourth meeting of Partners in Mexico City October 4-5, 2007. The meeting, hosted by the Mexico Alliance brought together 68 participants representing 9 governments, 5 international organizations, and 31 non-governmental organizations committed to implementing Principle 10 of the Rio Declaration. Please see Annex A for a list of participants.

An evening dinner was held on Wednesday, October 3 to kick-off the event. Ms. Marta Delgado, Minister of Environment, Mexico City, provided welcoming remarks to all participants and highlighted the importance of implementing access rights around the world. The opening day of the meeting began with a panel of speakers from the Mexican government, the UK government, the World Bank and the World Resources Institute who spoke about Principle 10 and efforts to address access gaps. This was followed by a presentation of the conference agenda, objectives and introduction of participants. The PP10 Secretariat gave a presentation on the history, composition and impact of the Partnership to date followed by a series of cross-regional panels that evaluated access in the Americas and Asia; Europe and Africa; and then international efforts across all regions. A session on collective products concluded the meeting portion of the day. Later that evening, PP10 partners celebrated the television debut of “Green Code, Access to Information,” a film project to promote access in Mexico.

The second day began with an informative presentation from the Mexico Federal Institute for Access to Information. The rest of the day focused on partner discussions over PP10 membership, transitioning the Advisory Committee into a Steering Committee, the transfer of the PP10 Secretariat, and the establishment of a PP10 award for excellent achievement in improving access.  The meeting concluded with a visionary session in which partners were asked to project PP10 accomplishments in the year 2012 (20th anniversary of UNCED).
